Korea’s Megaprojects Should Become Export Platforms

What remains after a factory is built? The buildings remain. So do the investment figures, ribbon-cutting photographs, and promises of jobs. But a nation’s industrial strength depends less on concrete than on the equipment, materials, software, engineering expertise, and supplier relationships that make production possible. These capabilities—not the factory itself—are what generate lasting economic power and competitive advantage.

That distinction matters as South Korea moves ahead with its “Three Megaprojects” initiative. Announced by the South Korean government on June 29 at a public briefing chaired by President Lee Jae Myung at the Blue House, the initiative brings semiconductors, physical AI (including robotics), and AI data centers under a single national industrial agenda. At the same event, Samsung Group and SK Group presented broader long-term domestic investment roadmaps totaling KRW 4,755 trillion (more than $3 trillion) and nearly 1.8 times Korea’s 2025 GDP. (The figure spans many years and includes investments beyond the three projects themselves.) The megaprojects include four new semiconductor fabs in the southwest, an advanced-packaging hub in central Korea, and 18.4 gigawatts of AI data-center capacity by 2035.

But building factories is not the same as achieving lasting industrial strength. The harder question is what the factory enables beyond its walls. When Korea’s new fabs, data centers, and robotics facilities begin operating, which Korean suppliers will be able to win customers abroad?

China shows why this matters. Its industrial expansion is no longer defined only by finished products. According to Rhodium Group, China’s exports of intermediate inputs rose 26 percent between 2021 and 2024, while capital-goods exports increased 32 percent. Consumer-goods exports remained broadly flat.

China is moving from being the world’s factory to becoming a factory for factories. Production systems create a more durable form of influence than finished goods. Machinery, components, industrial software, maintenance services, and technical standards can shape how a foreign factory operates for years. A product assembled in Vietnam or Mexico may not carry a Chinese label. But when the factory depends on Chinese equipment and inputs, China remains embedded in its production.

A product can be replaced. A production system is harder to unwind. Korea cannot match China by building more factories in every industry. Its advantage lies elsewhere. Korea operates some of the world’s most demanding semiconductor, battery, automotive, and electronics production systems. Those facilities can also provide Korean suppliers with evidence that their technologies meet global standards.

The government has already moved in this direction. Its implementation plans pair AI data-center clusters with test labs, financing, and export support, while backing domestic AI chips and locally developed power and cooling systems. Recent partnerships with U.S. technology companies include joint validation of Korean-made neural processing units and a robot reference platform for universities and startups. These are useful beginnings. The same principle should govern the full megaproject program.

Korea should design the megaprojects’ production and testing facilities as reference factories. A reference factory is a working environment where a supplier can test a product under real operating conditions, meet strict reliability requirements, receive qualification from a major customer, and use that record to pursue business abroad.

This matters most in semiconductor fabs and AI data centers, where equipment failures can halt production, damage valuable assets, or create security risks. Operators understandably prefer suppliers with proven commercial records. That creates a familiar trap. A young company cannot win a customer without a track record, but it cannot build a track record without a customer.

Megaprojects can break that cycle. Suppliers need structured access to real production settings, operational data, formal qualification, and an initial commercial order. A demonstration at a government event is not enough. The next customer will want to know how long the technology operated, under what conditions, and with what effect on cost, energy use, security, and reliability.

This does not mean creating a protected market for Korean products. Buying a domestic product simply because it is domestic may keep a company alive at home while leaving it unprepared for competition abroad. Korean suppliers must succeed on the same terms as their global competitors: performance, price, security, reliability, and ease of integration.

The opportunity should be guaranteed. The outcome should not be. Large Korean companies should therefore act not as charitable patrons, but as the most demanding first customers in the world. Their role is to open a credible path to testing, judge technologies rigorously, and place real orders when suppliers meet the standard. A demanding and predictable customer contributes more to industrial development than a generous but undiscerning one.

The government has a specific but important role. It should support shared test facilities, transparent qualification pathways, and the cost of early validation. It should not guarantee purchases or shield suppliers from competition. The government can create the test, but companies should compete to pass it.

Success must then be measured differently. Announced investment, participating companies, and signed memorandums show activity, not industrial strength. The better questions are whether Korean suppliers earned qualification from demanding customers, whether pilots led to repeat orders, and whether technologies first tested in Korea were later adopted in foreign production facilities.

Korea cannot build more factories than China in every industry. But it can make each factory produce more than the goods that leave its loading dock. The true legacy of Korea’s megaprojects should not be a collection of large buildings. It should be a generation of Korean suppliers that entered those facilities unproven and left with the evidence needed to win customers around the world.
