As Daniel Castro writes in Tech Policy Press, U.S. export controls were designed to preserve America’s lead in AI and semiconductors. But while the restrictions have created friction for China, they have also accelerated China’s push for technological self-sufficiency and strengthened competing AI ecosystems.
Rather than focusing solely on restricting access to chips, policymakers should evaluate whether current policies are advancing America’s long-term technological leadership. Sustaining that lead will require a strategy focused on innovation, investment, and expanding U.S. technological influence.
