Congress should direct the Department of Education to establish and lead a program that invites allied nations to co-invest in quantum moonshots. While the United States has made several bilateral quantum agreements to facilitate closer collaboration with like-minded partners, the U.S. government should specifically target cooperation by enrolling allied partners in quantum moonshots with resulting intellectual property or technical discoveries shared at levels proportionate to mutual investment. The Energy Department can model this program on the EU’s InCoQFlag, which aims to identify win-win situations in terms of collaborations with countries investing heavily in quantum information science.
