In August 2020, former President Trump issued an executive order effectively suspending [TikTok’s] use in the United States, but it did not take effect due to a court decision. Mr. Biden withdrew Mr. Trump’s executive order in June 2021, and although he had taken a more conciliatory stance than the previous administration, it has changed.
A targeted ban on an app “could create a slide for retaliation,” said Gillian Diebold, a policy analyst at the Center for Data Innovation.
“Instead of banning apps one by one, we should enact legislation that targets the core issues of privacy and safety online,” she said.
