ITIF Applauds Enactment of the CHIPS-Plus Act

WASHINGTON—Following the signing of the CHIPS-Plus Act today by President Biden, the Information Technology and Innovation Foundation (ITIF), the leading think tank for science and technology policy, released the following statement from ITIF’s vice president of global innovation policy and director of the Center for Life Sciences Innovation, Stephen Ezell.

The passage and signing of the bipartisan CHIPS-Plus Act is a long overdue step toward securing U.S. leadership in advanced-technology industries, particularly semiconductors. The legislation represents a generational investment in America’s science, technology, innovation, workforce capabilities, and industrial competitiveness.

U.S. semiconductor production capabilities are critical to America’s future in ensuring that the United States remains competitive in a vital industry driving the increasingly digital global economy. While the CHIPS-Plus Act represents significant progress, for its effect to be truly realized, especially concerning its science, R&D, and industrial competitiveness elements, the legislation’s programs must receive full appropriations from policymakers in the months ahead. Beyond that, the legislation’s success will depend upon effective execution of innovative programs across various federal agencies.

With a rising China and increased competition abroad, policymakers must not become complacent and must keep U.S. competitiveness a priority. The semiconductor industry is only one of several key advanced industries that need to be bolstered by a substantial U.S. competitiveness agenda.

ITIF applauds the signing of the CHIPS-Plus Act, but it can not be the last we see of a competitiveness agenda moving forward.
