If Dominion runs into challenges executing the plan, it could have a stronger ally in Youngkin, said David Hart, a senior fellow at the Information Technology and Innovation Foundation, a science and tech policy think tank. “It’s pretty ambitious,” Hart said of the Clean Economy Act. “It’s easy in the beginning because the numbers are low, but as delays set in, sometimes they may want to revise it.”
