The administration should establish a chief innovation officer (CINO) whose responsibility would be to coordinate and drive innovation within the federal enterprise.
Details
The government is not very effective in delivering services to low-income and communities of color partly because many government IT systems are outdated, government budgets are constrained in upgrading and maintaining digital infrastructure, and government agencies do not face competitive pressures that the private sector do. As such, the administration should establish a chief innovation officer (CINO) whose responsibility would be to coordinate and drive innovation within the federal enterprise. The CINO would complement the chief technology officer (CTO), whose role should be focused on supporting technological innovation in the broader society and economy, and the federal chief information officer (CIO), whose job is to focus on the federal IT enterprise.
