ITIF urged the FCC to modernize its conditional pre-sale and display-unit import rules to help accelerate the adoption of cutting-edge technology. The growing importance of 5G and Internet of Things devices to the digital economy should compel regulators to consider updating rules to reflect today’s dynamic market and tight product cycles. ITIF urged the commission to always consider implications for enforcement in its rule changes, although the risk of harm from the proposed rule changes appears to be minimal.
