The current USF and ICC subsidy programs have outlived their usefulness because the telephone network no longer represents the “rapid and efficient communication system” envisioned by the Communications Act. These programs should be phased out in favor of a new program to bring broadband service to rural America administered by reverse auctions in unserved areas and marketplace solutions where they’re sustainable.
