In comments filed with the FCC on The Measurement of Mobile Broadband Network Performance and Coverage, ITIF urges the FCC to rely on consumers to gauge the quality of mobile broadband. The FCC proposes to implement an elaborate system of measurement that's fraught with problems of fair sampling and timely reporting. As the typical FCC performance survey relies on data that's at least a year and a half old, and mobile networks are continually upgraded, the preferred system of measurement should stress timeliness over minute technical examination. Coverage maps are the most appropriate vehicle for mobile quality assessment, but they need to be accurate.
