Stan McCoy

Stan McCoy

Senior Fellow

Stan McCoy is a leading expert with more than 25 years of experience on issues related to innovation, intellectual property, trade, and investment. His background includes leading the formulation and implementation of U.S. trade policy on intellectual property and innovation under both Democratic and Republican Administrations, as well as a decade serving as the chief representative in Europe, the Middle East, and Africa for the industry group representing the largest global studios and streamers. At the heart of both of those roles was a mission to study and advance policies and practices designed to enhance the economic benefits of innovation and creativity.

Stan’s government service included more than five years as the assistant U.S. trade representative for intellectual property and innovation, after previously serving as deputy assistant U.S. trade representative and chief negotiator for intellectual property enforcement. He left government in 2014 to join MPA’s global senior leadership team as president and managing director of the Motion Picture Association EMEA, while also serving in leadership roles at the International Federation of Film Producers’ Organizations, the International Video Federation, and the Franco-American Cultural Fund, among other groups.

Prior to his government service, Stan worked on IP, trade, and communications issues at the law firm Covington & Burling in both Washington D.C. and Brussels. He graduated with honors from DePauw University and the University of Virginia School of Law.
