Raluca Csernatoni

Carnegie Europe

Raluca Csernatoni is a visiting scholar at Carnegie Europe, where she works on European security and defense with a specific focus on disruptive technologies.

Csernatoni is also a guest professor at the Institute for European Studies at the Free University of Brussels (VUB). Prior to joining Carnegie, she was a postdoctoral researcher and lecturer at the Charles University’s Institute of Political Studies in Prague, where she focused on the impact of new military capabilities and emerging dual-use technologies such as drones on the EU’s security and defense architecture.

Previously, Csernatoni conducted research on defense policy at the Royal Higher Institute for Defense’s Centre for Security and Defense Studies and at the International Security Information Service Europe in Brussels. She was also a research fellow in the Study Program on European Security at the Institute for European Politics in Berlin.

Csernatoni holds a PhD and master’s degree in international relations from the Central European University in Budapest. She has published policy and book contributions on the EU’s Common Security and Defense Policy, Europe’s technological power, and emerging security technologies such as artificial intelligence. She has written academic articles on drone technologies in peer-reviewed journals such as European Security and Critical Military Studies.
