Jocelyn Ulrich serves as Vice President of Innovation Policy and Research at the Pharmaceutical Research and Manufacturers of America (PhRMA), where she provides expertise and strategic direction on the trade association’s advocacy on drug pricing, intellectual property, market competition, AI and U.S. biopharmaceutical competitiveness. Ms. Ulrich testified before the Senate Judiciary Committee on competition in prescription drug markets, served as the industry's designated witness at the FTC/DOJ joint listening session on drug pricing, and has been quoted in Axios, NPR, and Marketplace on issues ranging from IRA implementation to antibiotic market failure. She is also a recurring podcast guest, most recently featured on The Washington Post's Intelligence Briefing, "The Biotech Race: Can America Stay Ahead of China?" In addition to eleven years at PhRMA, Ms. Ulrich has over a decade of experience at Pfizer, Human Genome Sciences and EMD Serono in roles spanning clinical operations, medical affairs and global government and corporate affairs. Jocelyn holds an MPH in global health policy and management from New York University and is a PhD candidate in public policy and administration at George Washington University.
