Hilary Cain
Hilary oversees policy development across the association’s entire policy portfolio and manages the policy team to advance the association’s policy priorities and objectives. Hilary previously served as Vice President of Technology, Innovation, and Mobility Policy at Auto Innovators and spent nearly 8 years as Director of Technology and Innovation Policy at Toyota. Prior to joining the auto industry, Hilary worked for almost a decade in the U.S. House of Representatives. She holds a J.D. and a M.A. in Public Affairs from the University of Texas and a B.A. in Political Science from the University of Washington. In 2025, Hilary was recognized as one of the 100 Leading Women in the North American auto industry by Automotive News. Previously, in 2020, Hilary was recognized as a Rising Star in the automotive industry by Automotive News for her work at the forefront of emerging technology policy.
