Gwendolyn Ball is a senior policy analyst at the Information Technology and Innovation Foundation (ITIF) focusing on the economics of the biopharmaceutical sector and innovation policy. Dr. Ball holds a PhD in economics and an M.S. in statistics from the University of Illinois (UIUC) and a JD from George Mason University where she was a Levy Fellow in Law and Economics and managing editor of the Journal of Law, Economics and Policy.

Dr. Ball joins ITIF with experience in intellectual property, antitrust, and healthcare regulation. She was a post-doctoral fellow at the UIUC Institute for Genomic Biology, studying the commercialization of life-sciences research and coauthoring publications on the litigation of patent disputes. Most recently, she worked on FDA regulations at the Pew Charitable Trusts and analyzed regulatory and antitrust issues for a journal serving life-sciences regulatory professionals.
