Dave Effross was Director of ITIF’s Center for Clean Energy Innovation. Before ITIF, he was the Principal Policy Advisor for Energy and Climate at AFL-CIO’s Labor Energy Partnership, where he specialized in energy transition technology policy, particularly offshore wind, hydrogen hubs, CCUS, and sustainable fuels. He worked closely with NREL, serving as a peer reviewer and stakeholder advisor.

Among his previous positions, Dave worked at both the California Public Utilities Commission (CPUC) and the California Energy Commission (CEC). At CPUC he was a member of the FERC-jurisdictional electric group, where he was hired as the Enron analyst during California’s energy crisis. Dave then moved on to become the Commission’s expert on LNG and natural gas quality & interchangeability. At CEC, Dave ran an alternative fuels RD&D program. He was also an energy policy manager for the Maryland Energy Administration.

Dave holds an AB in Politics from Princeton University, a Master of Science in Management (MBA plus thesis) from MIT’s Sloan School of Management, a Master of Science in Energy and Environmental Policy from the University of Pennsylvania, and a Mastère Spécialisé en Politique et Gestion de l’Energie from the Institut Français du Pétrole (IFP).
