The People’s Republic of China (PRC) has engaged in aggressive “innovation mercantilism” for more than two decades, intensifying these efforts in recent years to capture global market share in virtually all advanced, traded-sector industries critical to national power, including emerging technologies such as quantum computing and AI. Competition in these “national power industries” is win-lose: Unless the United States and its allies are stronger than China, the consequences for the global balance of power will be profound.

It is too late to compel China to change course. The key question for the United States, then, is to what extent it should act to curb the PRC’s advance. The dominant Washington consensus holds that efforts should focus almost exclusively on improving America’s techno-economic systems. ITIF challenges this view. While domestic actions are necessary, they are not sufficient to reverse decline.
