Foreign Online Piracy: How the Courts Can Protect American IP

Digital piracy drains more than $29 billion from the U.S. economy each year, undermining American creators, broadcasters, and innovators while exposing consumers to malware, scams, and fraud. Many of these criminal operations are based overseas, placing them beyond the reach of U.S. law enforcement.
As Congress considers legislative action, the Information Technology and Innovation Foundation (ITIF) and the Digital Citizens Alliance will host a policy forum examining how U.S. courts can authorize targeted website blocking to disrupt foreign pirate operations. Drawing on the best international practices, the discussion will explore how blocking orders can be implemented safely and effectively to protect intellectual property and promote legal content without threatening free expression.
The event will feature remarks from policymakers, legal experts, and industry leaders who will assess the scope of the threat and the legal and technical frameworks that can help address it.
