House AI Report Lays the Foundation for a Clear, Credible U.S. Vision on AI Governance

WASHINGTON—Following the release of the Bipartisan House AI Task Force’s final report on how lawmakers should address AI, the Center for Data Innovation issued the following statement from Senior Policy Manager Hodan Omaar and Director Daniel Castro:

For too long, U.S. policymakers have struggled to articulate a thorough and coherent vision for AI governance. The problem isn’t just the fragmented patchwork of state regulations—it’s that federal efforts have been disjointed, with various initiatives prioritizing different goals. This has left lawmakers without a framework they can champion at home or on the global stage, where the EU’s AI Act is often held up as the default model for regulation.
This report stands out for its clarity and practicality. It offers a clear, actionable blueprint for how Congress can put forth a unified U.S. vision for AI governance—one that balances innovation with safeguards and provides a credible framework lawmakers can stand behind. Its strength lies in its clarity about what to regulate, who should regulate it, and how to do so effectively.
  1. What to regulate: The report zeroes in on truly novel risks—issues unique to AI that existing laws don’t address—ensuring regulation is targeted and avoids unnecessary overreach.
  2. Who should regulate: It emphasizes empowering sectoral regulators, equipping them with the tools and expertise to address AI-specific risks within their domains. This ensures oversight is both precise and practical, tailored to the unique challenges of each sector.
