Statement on Enhancing International Collaboration on Open-Source AI Safety
WASHINGTON— The Center for Data Innovation facilitated a dialogue on addressing risks in open-source AI with a panel of international experts at a workshop hosted by the Institute for Artificial Intelligence at Peking University in Beijing on December 10–11, 2024. As part of this workshop, the Center worked with participants to develop a statement on how to enhance international collaboration to improve open-source AI safety and security.
“While many countries are competing to be global leaders in AI, they do not need to compete on developing the foundations for AI safety. Since open-source AI models and systems are already publicly available, these technologies provide a key opportunity for countries to cooperate and collaborate on AI safety. Unfortunately, technical, legal, cultural, and economic barriers prevent some experts from contributing more to global AI safety efforts,” said Daniel Castro, director of the Center for Data Innovation. “This statement reflects a broad set of ideas for how governments, academia, industry, and civil society can work together to manage the risks associated with open-source AI and ensure the technology offers benefits for all.”
The statement emphasizes the importance of broadening participation in global AI safety forums, removing barriers to international collaboration, and fostering inclusive engagement across nations. It calls for the development of reliable testing and evaluation methods for open-source AI, promoting transparency in incident reporting, and prioritizing high-impact, high-likelihood risks. By advancing these efforts, countries can collectively address the risks of open-source AI while ensuring its responsible development and deployment.
