Recommendation
Congress should pass the Improving Digital Identity Act.
Details
The Improving Digital Identity Act, most recently reintroduced in 2023 by Sens. Kyrsten Sinema (I-AZ) and Cynthia Lummis (R-WY), would establish a task force to coordinate a government-wide effort to promote digital identity use in the public and private sectors. The task force would publish an initial report with its recommendations on implementing a digital identity strategy, followed by the director of the Office of Management and Budget (OMB) issuing guidance to federal agencies on implementing the task force’s recommendations. OMB would also issue annual progress reports. Congress should pass the Improving Digital Identity Act, establishing the proposed task force to coordinate a government-wide effort to promote digital ID use in the public and private sectors.
