Recommendation

Create industry-led research institutes focusing on precompetitive commercial technology development.

Details

Many other nations have national research institutes dedicated to precompetitive commercial technology development, which domestic firms can then commercialize to gain global advantage. The United States has the National Institute of Standards and Technology (NIST), but it focuses on metrology (the science of weights and measures). As such, the United States needs to establish at least one, but ideally five, national industrial research institutes focused on technologies referred to as the “middle technology readiness Level,” beyond what universities work on and earlier than most companies work on. They can be modelled after Taiwan’s Industrial Technology Research Institute.
