Congress should establish a National Data Foundation to increase data collection and sharing.
Details
The United States needs robust data collection and sharing to be the norm, rather than the exception. Establishing a National Data Foundation would allow the government to invest in data in a similar way to how it invests in science. In addition, a National Data Foundation could create technical standards, governance frameworks, and best practices for sharing various types of data. Moreover, such a foundation can play an important role in coordinating an increase in the collection and sharing of data nationwide.
