WASHINGTON—The Information Technology and Innovation Foundation (ITIF), the leading think tank for science and technology policy, today announced that Dave Effross will take over as director of ITIF’s Center for Clean Energy Innovation. Effross, who has held a number of public and private positions in energy policy and regulation, takes over the position from Ed Rightor.
“Dave’s many years of experience working on these issues will be a tremendous asset to ITIF as we continue developing work to spur clean energy innovation, research, and investment,” said Rob Atkinson, president at ITIF. “We strive to accelerate the pace of clean energy innovations, and Dave’s leadership will push our work in that right direction.”
Prior to ITIF, Effross held a number of positions in energy policy and regulation. Most recently, he was the Principal Policy Advisor for Energy and Climate at AFL-CIO’s Labor Energy Partnership. He also formerly worked for the State of California. Effross was hired on at the California Public Utilities Commission (CPUC) as a member of the FERC-jurisdictional electric group in 2001, to be the Enron analyst during California’s energy crisis. He then moved on to become the Commission’s expert on LNG and natural gas quality and interchangeability. He also spent over five years at the California Energy Commission (CEC), running an alternative fuels RD&D program.
