Comments to District of Columbia Council on Homeowner Rental Regulation

ITIF recently filed comments on legislation before the D.C. Council. Bill B22-0092 prevents homeowners from renting out their units for more than 15 days a year unless the lease period is 30 days or more or the owner lives on the premises during the lease. Even those complying with the limits would need to obtain a business license. ITIF argued short-term rentals by ordinary owners should be welcomed. Any cap should be 90 days or more and owners should not have to register until they approach the cap. Platforms such as Airbnb and VBRO should not be liable for enforcement.
