More Learning at Lower Costs for Colleges

College diplomas represent institutional brands, not objective or quantifiable measures of academic achievement, writes Joe Kennedy in the Philadelphia Inquirer. This flaw stems from the fact colleges and universities hold both the responsibility to educate and the power to bestow academic credentials. To improve the quality and reduce the costs of higher education, we should encourage qualified third parties to offer independent evaluations of students’ knowledge, skills, and abilities.
