Arguably more damaging to the Brazilian economy than the recent Petrobras corruption scandal is the little noticed fact that the Brazilian government actively discourages the use of computers, cell phones, and broadband the same way many nations discourage cigarettes and alcohol: by imposing high taxes and tariffs on them.
