WASHINGTON (October 20, 2014) – Trade Promotion Authority (TPA), a law allowing the President to “fast-track” trade agreements for approval or disapproval by Congress by only allowing a “yes or no” vote, is a contentious issue. It is crucial to have a method for quickly expediting trade agreements, especially given that the Obama Administration is in the middle of negotiations for two potentially transformative trade treaties — the Transatlantic Trade and Investment Partnership (T-TIP) and the Transpacific Partnership (TPP). However, the use of TPA also raises questions regarding the appropriate delegation of Congressional authority over trade.
The Information Technology and Innovation Foundation (ITIF) will host a panel discussion to assess the current debate over TPA reauthorization and how the law may be modified to address legitimate concerns over executive authority, while also assisting in developing a more comprehensive American trade strategy. The event will be held from 9:00 AM to 11:00 AM, Wednesday, October 29 at Arent Fox, 1717 K Street, NW.
The panel will feature opening remarks from Congressman Jim Moran (D-VA) and will be moderated by former Congressman Phil English (R-PA), currently Senior Government Relations Advisor for Arent Fox. Panel participants include Ambassador Miriam Sapiro, former Deputy U.S. Trade Representative; Grant Aldonis, the William H. Scholl Chair in International Business at the Center for Strategic and International Studies; Stephen Ezell, Senior Trade Policy Analyst with ITIF and Tim Keller, former Chief of Staff to the U.S. Trade Representative.
