William F. Hartman is Executive Vice President and Chief Operating Officer of Fraunhofer USA, Inc. He manages the business of the corporation, including guiding and promoting the strategic development and growth of the Fraunhofer Centers in the U.S., fostering expanded cooperation between the Fraunhofer Institutes in Germany and academic, state, federal, and industrial partners in the U.S., and providing administrative services to the Centers.

Dr. Hartman earned his Ph.D. from the Johns Hopkins University, where he later served as Assistant Professor of Mechanics and Materials Science. He has extensive experience in the development and management of technological businesses, including start-ups, development of funded research, acquisitions, strategic planning, relationships with universities, intellectual property protection, technology transfer, and the organization and direction of foreign subsidiaries.
