Rachel Lipson

Rachel Lipson is a Senior Policy Advisor in the CHIPS Program Office at the U.S. Department of Commerce where she focuses on thriving regional industry clusters and workforce and economic development. Prior to joining the Department, Rachel co-founded and directed Harvard’s Project on Workforce, an interdisciplinary policy and research initiative focused on topics at the intersection of education and the labor market. Previously, Rachel worked on economic policy and human capital in roles across the social sector, including at the World Bank, JPMorgan Chase Foundation, Obama for America, and Year Up. Her writing has been published in publications including the Boston Globe, Washington Post’s Wonkblog, Newsweek, The Hill, Forbes, and RealClearPolicy and her research has been featured by C-SPAN, Bloomberg, NPR, the Economist, CNBC, and MIT Technology Review. Rachel is the co-editor of the Harvard Education Press volume America’s Hidden Economic Engines: How Community Colleges Can Drive Shared Prosperity.
