Mark joined the University of California Berkeley Law School in November 2017 as a Senior Fellow of the Berkeley Center for Law and Technology and as the first Director of its Asia IP Project, which has expanded the law school’s reach on technology-related IP issues within Asia. He teaches Chinese IP Law and International Trade Law. Prior to this position, he served as Senior Counsel to the USPTO and as the first representative of the USPTO in China. Mark has authored numerous publications and contributed to a range of journals, including serving as the editor and author of the blog www.chinaipr.com.(opens in a new tab)

Among his many awards, Mark was given the Meritorious Honor Award by the President of the United States for his work on Chinese technology transfer matters. This is the highest award in the US civil service. He has also been given a gold medal by the Department of Commerce for his work advancing commercial rule of law in China, and he has been recognized as a “Top 300” Global IP Strategist by Intellectual Asset Management magazine, an IP “Trailblazer” by the National Law Journal, as an “IP Champion” by the US Chamber of Commerce, and leading “IP Diplomat” by PhRMA.

Mark also holds non-resident appointments at Renmin University in Beijing and at the University of California, San Diego. He serves on the Board of the Asia Society of Northern California. His Chinese language reading and speaking were rated by the State Department in 2004 as fluent to near-fluent (4/4+).
