Julie Hedlund was a Senior Analyst with the Information Technology and Innovation Foundation (ITIF). She has advised IT companies and regulators concerning telecommunications and Internet policy and teaches a popular course for private and public sector officials from developing countries on Internet Regulatory and Trade Policy at the U.S. Telecommunications Training Institute in Washington, DC.
