Frances Chang
Frances Chang is Director of International Engagement for the CHIPS Program Office. A career civil servant, Ms. Chang spent the majority of her career as an attorney in the U.S. Department of Justice, facilitating international law enforcement cooperation with jurisdictions spanning the globe from the Western Hemisphere to East Asia. She has also served appointments in the U.S. Department of State, as well as on the National Economic Council and National Security Council staff at the White House. Ms. Chang has an A.B. from Harvard University, a J.D. from Georgetown University Law Center, and is fluent in Mandarin Chinese.
