Colin Coyle

Colin Coyle leads US Public Sector (USPS) Programs for HP Technology Services Consulting and Critical Facilities Services (CFS). Mr. Coyle comes to HP via the acquisition of EYP Mission Critical Facilities (EYP MCF), where he was Vice President of Government Programs. HP acquired EYP MCF with a keen eye toward advancing data center consolidation and transformation for its customers. EYP MCF had been integral to HP’s success in consolidating its own enterprise data center portfolio from over 89 global facilities down to a network of six interdependent and highly reliable and efficient facilities. This transformation resulted in a 50% reduction in total IT spend, with similar scale achievements in workforce realignment, applications rationalization, hardware/software platform standardization, and energy conservation. During his tenure at EYP MCF, the government sector enjoyed a 10-fold expansion in five years, from less than 5% of the practice, to over 50% of US revenues at the time of acquisition.As the US Public Sector Industry Principal for HP’s Technology Consulting, Colin continues to advise federal, state and local government entities on their critical challenges surrounding IT rationalization, mobility, data center consolidation/transformation, big data, and the journey to the cloud. Hand in hand with these issues comes the challenge for public entities in funding and procurement of significant capital investments. He works to help find ways to finance these advancements via utility type PPPs, the variety of cloud XaaS service models, conversion of CAPEX to OPEX, and the available government programs that speed implementation and adoption of updated infrastructure using little or no up-front capital.Colin came to HP with a proven track record of success and leadership in building public practice areas for some of the country’s largest and most successful defense, engineering, and integration contractor/consultants like KBR/Halliburton, Balfour Beatty, and AECOM. He has over 30 years of government contracting and procurement expertise, and has led capture efforts on engagements well into the billions on large programs and public-private partnership (PPP/3P) initiatives.Mr. Coyle is a registered professional architect and holds a bachelor of science in architecture from the University of Virginia. His professional affiliations include the American Institute of Architects, the Society of American Military Engineers, the Society of College and University Planning, and the National Council for Public Private Partnerships. He holds a Secret Level US clearance, and resides in historic Williamsburg, VA.
