Alex Rubin
Alex Rubin is a nonresident senior fellow at the Information Technology and Innovation Foundation and a visiting fellow at the Hoover Institution’s Tech Policy Accelerator. He was previously an analyst at the CIA’s China Mission Center for 10 years, leading the Agency’s analysis of PRC technology topics such as electronics and energy technology, and its use of industrial policy to promote its vision of a technologically oriented economy. He has supported numerous policy processes targeting these topics, including on trade policy, research security, and investment scrutiny.
