Crafting a National Power Industry Strategy in Response to China’s Industrial War
Event Summary
The prevailing view in Washington is that America is in a race with China to lead the world’s advanced industries. But that “race” narrative understates the stakes: China is engaging in industrial war, and America’s relative power in that contest depends on the vitality of its “national power industries”—foundational sectors that sustain defense production, dual-use technologies, and America’s industrial commons, which the Chinese Communist Party is out to weaken, if not destroy. Yet U.S. policymakers lack a coherent policy framework to respond to this threat. Neither conservative free-market orthodoxy nor progressive “green redistribution” offers an adequate path forward. Meeting this challenge will instead require a fundamental reset of U.S. techno-economic and trade policy to develop and implement a “national power industry strategy.”
