Does the spirit of open networking embedded in the design philosophy of the Internet permit network operators to provide enhanced service tiers for a fee? This has been one of the central questions in the net neutrality debate in Congress since 2006. An open inquiry at the FCC seeks comment on this question, and a recent spate of stories in the media over FCC filings by Free Press, AT&T, and others highlights its contentious nature.
