As broadband buildout continues, the number of Americans who remain offline is increasingly made up of people who aren’t buying a subscription even though a network reaches their house. As the deployment side of the digital divide dwindles, the adoption side needs more targeted assistance to help people overcome barriers keeping them offline.

Aside from price, some of the most common reasons people don’t subscribe include a lack of interest in using the Internet, concerns about potential privacy or security risks, or low digital skills. People in these categories can benefit from institutions that teach them how to use the Internet safely and effectively and help them make the most of a broadband connection. But what do these institutions look like, and how do they work?
