# “No State Should Stand in the Way of Privacy Protections for All Americans,” says ITIF; Congress Must Pass Comprehensive Data Privacy Legislation—Even If It Isn’t Perfect

WASHINGTON—In response to a [statement by U.S. House Speaker Nancy Pelosi](https://www.speaker.gov/newsroom/9122) (D-CA), who raised issues with the American Data Privacy and Protection Act (ADPPA) on the grounds that “it is imperative that California continues offering and enforcing the nation’s strongest privacy rights,” the Information Technology and Innovation Foundation (ITIF), the leading think tank for science and technology policy, released the following statement from ITIF Vice President Daniel Castro:

> “Congressional leaders on both sides of the aisle have worked diligently over the past few years to craft comprehensive data privacy legislation. While the ADPPA is far from perfect, it represents an important compromise that would empower all Americans with basic consumer privacy rights while balancing consumer protection and innovation.”

> “In the absence of a federal privacy law, [our research shows](https://itif.org/publications/2022/01/24/looming-cost-patchwork-state-privacy-laws/) a patchwork of state privacy laws could cost the U.S. economy in excess of $1 trillion over 10 years, with at least $200 billion hitting small businesses.”

> “The ADPPA has received strong bipartisan support, and while there are still opportunities to make it better, no single state should stand in the way of privacy protections for all Americans or try to set the standard for the rest of the country. Moreover, strong consumer protection does not require opening the door to expensive class action lawsuits that only pay dividends to trial lawyers. The proposed legislation would protect consumers by empowering federal and state authorities to take action against any business that violates the law.”
