Recommendation

Congress should authorized funds for a government-wide training program to help U.S. officials better understand Chinese technology policy.

Details

The federal government is well prepared for foreign or national security training, but it is less so for training government officials on advanced technology competition, science and technology policy, and the Chinese system. China has proven that it can and is innovating in strategic and key industries, industries in which the United States and its allies were once untouchable. Congress needs to authorize funding for a government-wide training program on Chinese technology policy so federal employees may be well informed on the threats facing U.S. leadership in advanced technology innovation.
