The Lincoln Network in July 2019 announced a call for papers on the future of technology assessment and science advice for Congress. As part of the first round of responses, Rob Atkinson—a veteran of the Office of Technology Assessment (OTA)—weighed in with a paper suggesting the structure, services, and management of a new, dedicated office to advise lawmakers on science and technology.
