A New Way to Pay for State Highways

Missouri was one of just six states recently awarded a major grant from the U.S. Department of Transportation to investigate new ways to raise revenue to pay for its highways. As Rob Atkinson writes for the Saint Louis Post-Dispatch, the state now has an opportunity to be a national “laboratory of democracy” for transportation funding policy if it uses its grant to demonstrate a vehicle-miles-traveled system for all heavy-duty trucks that travel in and through the state.
