Challenge Trump to an Innovation Race, and Avoid a Trade War

David Hart writes in Europe’s World that President-elect Trump’s surprise victory has raised concerns for climate negotiators, with some commentators, including former French president Nicolas Sarkozy threatening tariffs against U.S. exports based on the carbon emitted during production. There’s a better approach: challenge the incoming president to an innovation race. That would do a lot more good over the long term than a carbon tariff.
