Russian Trade Policy: Veering Off the Rules of the Road

Nigel Cory argues in Innovation Files that Russian President Vladimir Putin has turned away from the World Trade Organization (WTO) since Russia joined in 2012 to pursue misguided and costly industrial development strategies. In 2015, there were two clear examples of this: a data localization law and an import substitution plan that aims to replace imports with local production. As the U.S. Trade Representative notes in its latest report on Russia’s WTO compliance, the benefits of having Russia in the WTO system are starting to fall away.
