As representatives of nearly 200 countries convene in Paris, many are hailing COP 21 as an historic “turning point” in global climate policy. But emissions-reduction targets will mean little without affordable clean energy technology, explains Rob Atkinson in The Globalist. Only when the unsubsidized cost of clean energy is lower than fossil fuels will nations switch en masse. To support the necessary clean energy innovation, countries should increase their investments in R&D to at least $100 billion per year.
