Peter Cowhey is the Qualcomm Endowed Chair in Communications and Technology Policy Emeritus and Dean Emeritus of the School of Global Policy and Strategy at the University of California, San Diego. He is an expert on the future of communications and information technology markets and policy, including international trade policy. He has authored numerous books and articles on these issues. He is the co-director of the Frontiers in Science and Innovation Policy project at UCSD.

Cowhey served in the Obama Administration as the Senior Counselor to the U.S. Trade Representative and in the Clinton Administration as head of international policy at the Federal Communications Commission. He also was the co-chair of the bi-national expert group appointed by the U.S. and Chinese governments on issues concerning innovation policy. He is the chair of the board of the California Council on Science and Technology, an organization chartered by the state legislature to provide expert advice to the state government.
