President Biden’s executive order on “Promoting Competition in the American Economy” aims at creating a “fair, open, and competitive marketplace” for the American economy. With a bias toward small businesses and against large companies, the executive order asks federal agencies to implement rules which may foster a “predistributionist” agenda. To what extent does this agenda stifle the very competition it aims to foster?
